Civilian Portal

The Civilian Portal is where you manage your roleplay characters — the same records officers query in the MDT, that ALPR checks in-game, and that EMS reads on a patient lookup. It's styled as a DMV government services portal: an official state seal, a "Department of Motor Vehicles — Online Services Portal" masthead, and a resident dashboard of self-service tiles.

Open it from the Civilian tile on the community hub.

One player, many characters — but you operate as one at a time

The portal is character-scoped. When you open it you pick a character on a Select a character screen, then you are that character until you press Switch Character. Everything you do — licenses, vehicles, records, court — applies to the active character. Your choice is remembered across page refreshes and is synced to your in-game identity.

Selecting and switching characters

The first thing you see is Select a character. Each character shows as a card with their photo (or initials), status badge, DOB, city, and quick counts (licenses, vehicles, active warrants). A colored left border flags standing at a glance — green for good, amber for a flag (active warrant), red for a suspension/revocation or deceased.

  • Click a card to start operating as that character.
  • New Character opens the character-creation form (see below).
  • Once inside, the sidebar shows a Playing as card with your character's photo and a Switch Character button that drops you back to the select screen.

Choosing your server

If your community runs more than one game server, you'll be asked to pick your server before you can enter. 911 and other live actions from the portal route to the server you choose here, so pick the one you're actually playing on.

Creating a character

The New Character form is organized into sections:

  • Identity — first / middle / last name, date of birth, gender, ethnicity. Gender, ethnicity, city, and other option lists are drawn from the community's configured Admin lists (with sensible defaults).
  • Contact & description — phone, a structured address (street address, city, postal code), height, weight, hair color, eye color.
  • Medical — blood type, allergies, and medical history. These are shown to EMS and Fire on a patient lookup.
  • Occupation & status — occupation, employer, and a character status (Active / Deceased / Missing).
  • Background — an optional short RP backstory.

SSN is assigned for you

You never type an SSN. The CAD assigns a unique NNN-NN-NNNN social security number automatically when the character is created (older characters missing one are backfilled the next time you open the portal).

Your community may set a profile limit — a cap on how many characters a single player can create. If you hit it, you'll see a message; admins and owners are exempt.

Generate with AI

If an admin has enabled AI Assist (and saved a valid OpenAI key), the character form shows a purple Generate bar at the top:

  • Type an optional prompt (for example, "middle-aged Latino mechanic in the city") and press Generate, or click the dice button for a fully random character. The form fills in with a coherent identity, description, occupation, and backstory.
  • A Regenerate row lets you re-roll individual fields — First, Last, Occupation, Address, or Backstory — without touching the rest.

If AI isn't enabled for your community, the bar simply doesn't appear. Any AI errors (invalid key, no credits, rate-limited, etc.) are shown inline with a clear explanation.

Dashboard

The dashboard opens with a Resident Services hero greeting your active character, then:

  • Self-Service tiles — quick jumps to Apply for a License, Register a Vehicle, Pay a Citation (jumps to Court, badged with any pending count), and Request Records.
  • Account Summary — stat tiles for licenses, registered vehicles, active warrants, suspended/revoked licenses, and pending citations. Warning tiles turn amber/red and click through to the relevant page.
  • Recent Activity — a feed of the latest licenses, vehicles, firearms, and boats added to your character.
  • A signature banner appears at the top whenever an officer has sent you a citation to sign (see Citation signatures).

Profile & credentials

The Profile & Credentials page (also reachable from the sidebar) is a tabbed view of everything on file for the active character: Profile, Licenses, Vehicles, Firearms, Boats, and Criminal Record.

At the top are Print (a clean, dependency-free "Character Record" rap sheet you can print or save as PDF), Edit, and Delete actions. An active-warrant banner shows here when applicable.

Profile tab

Shows the full details block — name, DOB, gender/ethnicity, SSN, phone, occupation/employer, address, height/weight, hair/eyes, and the medical profile (blood type, allergies, medical history). It also lists relationships to your other characters (Spouse, Parent, Child, Sibling, Associate) — add a link, click a related name to switch to that character, or remove a link you created.

Licenses

Each character can hold one license of each type. Licenses are issued as physical themed cards you can view, renew, edit, and delete.

Driver license

The driver license renders as a detailed DL card — photo, DL number, class, endorsements, restrictions, DOB, physical description, issue/expiry dates, and a DONOR stamp if you're an organ donor. Suspended or revoked licenses are visibly marked. Under the card you can:

  • Edit license — change class, endorsements, restrictions, and organ-donor flag.
  • Upload / change photo — the photo appears on the DL card and other license cards.

The card's exact look (colors, layout, state seal, skyline, decorations) is configurable by your community in Admin → ID Designer.

You can't add a DL card without a Driver License

If there's no driver license on file, the Licenses tab prompts you to add one to generate the physical ID card.

Other license types

Below the DL, every other license shows its own themed card with a matching agency seal and color scheme. Each card has Renew, Edit license, and Delete buttons beneath it. The available types are:

Adding / editing a license

The Add License modal only shows the fields that apply to the type you pick:

  • Class — options come from your community's admin-configured license classes (California defaults out of the box; the driver-license classes are separately configurable).
  • Endorsements — a checklist (no free text). Driver licenses offer non-commercial endorsements (Motorcycle, RV/Heavy Trailer, Towing); CDLs offer the commercial set (HazMat, Tanker, Passenger, School Bus, etc.).
  • Restrictions — free text, on driver / commercial licenses only.
  • Game — for hunting licenses, a checklist of what you're licensed to hunt (admin-configurable).
  • Organ donor — a checkbox on the driver license; it shows on the card.

License numbers are automatic

You never enter a license number — the CAD assigns a realistic, community-unique one on issue.

Renewing and status

Every license carries an expiry date (a few in-game months, by type) and a status: VALID, SUSPENDED, EXPIRED, or REVOKED. Officers see the status when they run you.

  • Renew resets the issue/expiry dates and clears an expired status.
  • You cannot renew your way out of a suspension or revocation — a SUSPENDED/REVOKED license must be cleared by an officer first.
  • Licenses expiring within 30 days, or already expired/suspended, raise an Alert (see below).

Vehicles

Register vehicles with plate, make, model, color, year, and VIN. Leave the plate blank to have one auto-assigned; VINs are always auto-generated. Each vehicle shows its registration and insurance status and whether it's flagged stolen or impounded — all of which surface in plate queries and ALPR in the MDT.

  • Edit descriptive fields (make/model/color/year) and the plate/VIN.
  • Impound / Release — record an impound (reason, lot, fee) against your own vehicle and release it later.
  • Registration, insurance, and the stolen flag are officer-controlled — you can't set those yourself.

Firearms

Register firearms by serial (blank = auto-assigned), with type, make, and model. They appear in gun queries with the registered owner.

Firearms certificate rule

If your community enables it, you must hold a valid Firearms or CCW license before you can register a firearm. Without one, registration is blocked with a clear message.

Boats

Register watercraft by registration number and hull ID (HIN), plus type, make, model, color, and year. Leave the registration number or the HIN blank and the server auto-generates it, the same way it handles reg numbers, plates, VINs, and firearm serials. Boats show a registration status and stolen flag, and feed the MDT "Boat Check".

Criminal record & incident history

  • Criminal Record — every filed charge on the active character, sourced from officer citations and arrests. Click any row to expand full detail (statute, offense, severity, fine, points, counts, bail, disposition, report number, court date). Summary tiles show Outstanding, Paid, and Total fines.
  • Incident History — a deduplicated list of incidents your character was involved in, by incident number, date, and type.

Paying and pleading happens in Court

Paying a fine, entering a plea, or posting bail is handled on the unified Court surface, scoped to your active character — the portal links you straight into it.

Citation signatures

When an officer issues you a citation for signature, the portal notifies you immediately (a real-time banner on the dashboard and a badge on Alerts), and a Sign Citation popup auto-surfaces so it can't be missed.

The citation shows the issuing officer, date, court date, charges, points, and total fine. You then either:

  • Sign — acknowledge receipt. You can draw your signature with the mouse/finger on a signature pad, or type your full legal name. Signing is not an admission of guilt — it acknowledges receipt.
  • Refuse to Sign — recorded and reported to the court.

Refusing doesn't dodge the fine

Whether you sign or refuse, the citation is served and the fine still applies. Refusal is simply recorded as such.

Court, pleas & bail

When Court is enabled for your community, the sidebar's Court & Citations link opens the unified Court surface, scoped to your active character. That's where you pay fines, enter a plea (including a not-guilty plea that opens a case), and post bail yourself. Charges filed against you carry a link straight to the relevant court case.

Alerts

The Alerts page (badged in the sidebar) collects everything that needs attention for the active character, computed from your own records:

  • Citations awaiting your signature
  • Active warrants
  • Suspended / revoked licenses
  • Licenses expired or expiring soon
  • Vehicles or boats flagged stolen, or vehicles impounded
  • Unpaid citations

Each alert links to the relevant part of the portal.

511 Traffic Platform

The portal includes a resident roadway-conditions surface, labeled with your community's DOT name (for example "SADOT 511"). It's the public-facing side of the road events DOT and dispatch manage on the CAD:

  • Live conditions map — current road events (closures, crashes, hazards, weather, construction) plotted on the community map, updated in real time.
  • Report an issue — residents can report a roadway problem. A resident report shows as "Unverified" until a DOT operator confirms it, at which point it becomes an official event.
  • Plan a trip — a trip-check tool that surfaces the events along a route before you travel.
  • Roadway alerts — opt in to receive alerts about conditions.
  • Message Signs (DMS) — a tab showing current dynamic-message-sign text, available when your community enables the smart-signs add-on.

Report photos come from in-game

Photos attached to a road report come only from the in-game /report command. The portal report flow does not upload photos, and there is no camera feed tab.

Call 911 from the portal

A persistent Call 911 button in the portal header opens a live voice call to dispatch:

  • Voice call — connects you to an in-service dispatcher's call-taking panel, two-way.
  • QR phone hand-off — scan a QR code to continue the call from your phone.
  • Offline text report — if no dispatcher is on duty, you instead get a text-report form with a service picker so your report is routed to the department you choose; it lands as a pending incident for when a call-taker comes on.
  • Callbacks & texts — a dispatcher can call you back or text you, and those reach you here.
  • Court — pay fines, enter pleas, post bail, and follow your cases.
  • Admin — where owners configure license classes/endorsements, option lists, the ID Designer, profile limits, the firearms-certificate rule, and AI Assist.
  • In-Game Commands/id, /giveid, /reg, /setciv, and other FiveM ties to your active character.
